About Us:

The West Daly Regional Council covers 14,000 square kilometres and is located about 300 to 420 kilometres south-west of Darwin. The area is mainly rural, with three Indigenous communities at Peppimenarti, Nganmarriyanga and Wadeye which are managed by West Daly Regional Council (Council).

Position Summary:

The Civil and Waste Services Manager is responsible for ensuring delivery and provision of quality Council and Waste services in accordance with West Daly Regional Council strategic and regional plans, policies, procedures and relevant legislation.

Key Duties and Responsibilities:

Council Services

  • Manage, oversee and administrate professional services for a large council and waste support service to multiple external and/or internal customers and clients.
  • Ensure quality service delivery across multiple sites and functions as per funding agreements, legislation, Council plans and policy.
  • Manage and report compliance with relevant policy, funding agreements, legislation and Council Policy.
  • Liaise with community, elected members, contractors, staff, management and stakeholders in multiple sites, on issues relevant to Council operations and service plans.
  • Manage, mentor and train staff, ensuring that staff performance expectations, Council policy and WHS obligations are applied.
  • Manage program budgets within financial delegation.
  • Provide expert, program specific, technical advice including development of procedures, investigation of issues and provision of recommendations on service improvements and efficiencies.
  • Provide professionally written comprehensive formal and ad hoc reports on the overall operations of site and program delivery across multiple locations for publishing internally and externally.
  • Manage complex projects within program area ensuring deliverables and timeframes are achieved.
  • Research, develop and implement program activities, and consult with employees, stakeholders and clients to ensure consistent program delivery across multiple sites.

Waste Services

  • Strategise, plan and implement Waste Management Services and suitable infrastructure and sustainability to meet community and stakeholders expectations.
  • Investigate, monitor and develop improved systems for waste management, recycling, transfer stations and landfill operations ensuring financial viability and the delivery of an efficient and effective service to the community.
  • Lead research on waste related issues and develop innovative initiatives to divert waste from landfill, liaison with consultants and authorities, public communication and education and preparation of technical reports and advice.
  • Establish and maintain productive working relationships with professional groups, government departments, and external Authorities whose activities have significance in the areas of waste management and environmental education.
  • Provide leadership and subject matter expertise into the negotiation, development and delivery of commercial contracts, and monitor the performance of contractors to ensure KPI’s and financial objectives are being achieved.
  • Liaise and consult with WDRC communities on waste management proposals and issues and lead the implementation of waste related educational programs, including waste minimisation and recycling.
  • Promote continuous improvement of Waste Management Services to achieve waste minimisation, environmental and other recycling, and disposal objectives.
  • Ensure key deliverables are met against approved funding and service level agreements and within allocated budget.
  • Ensure compliance with regulatory and legislative developments and best practice within the waste and environmental field, to reduce Council’s risk exposure.
  • Provide specialist advice to WDRC Managers and Coordinators in Communities on the delivery of waste management and environment services including landfill management.

About You

The successful applicant will possess:

  • Degree in related discipline or demonstrated experience in local government with at least 1-3 years management, reporting and delivery of a relevant program.
  • Plant Operators License (mandatory)
  • Certificate IV in Civil Construction Supervision (mandatory)
  • Demonstrated leadership qualities including an ability to manage, motivate and develop a team in a cross-cultural environment.
  • Demonstrated experience in managing finances including grants, acquittals and driving program efficiency or increased revenue.
  • Demonstrated ability to develop, champion and oversee implementation of a substantial project or initiative.
  • Demonstrated time management and prioritising skills to manage employees and service delivery over multiple remote sites.
  • Demonstrated persuasive communication skills with the ability to develop collaborative partnerships, provide accurate and timely professional reports on services and activities and develop business cases and operational plans and guidelines.
  • Willingness to travel to and stay overnight in remote communities as required.
  • An awareness of the socio-economic factors affecting Aboriginal people in remote locations.
  • Current Class C Licence.
  • Police Clearence
  • Ochre Card.

What we offer:

  • Generous base salary of $117,520 to $130,000 per annum based on experience and qualifications
  • 11.5% Superannuation
  • Annual leave loading of 17.5%
  • A generous relocation package up to $5000 subject to Council Relocation Assistance Policy
  • 6 weeks’ Annual Leave accrued per year;
  • 1 additional public holiday for NAIDOC day dedicated to Council staff;
